When hot and neutral are swapped then maybe only the neutral wire gets cut, so technically there is still power on the supply. To make things even worse, different countries, have different rules where the hot and neutral wires go (in the socket). I finally figured out what was causing the light. It turns out I had a powered USB hub plugged into one of the USB ports, and that was generating enough power to light the SB_PWR LED.
